Meanings

1.
to leap over, to jump over
(Not very common and sounds a bit poetic. Think of a horse jumping over a fence.)
2.
to ignore, to flout, to defy
("sich hinwegsetzen über+Acc" - for rules, regulations and restrictions that you ignore on purpose - you "leap over them" basically. Can only be used as the full phrasing. )
