1. to put something over something (Literal. Think of a winter protection you put over a car, or herbs "over" a dish. Very similar to "raufmachen".)
2. to flee/emigrate to West Germany ("rübermachen" is/was a colloquial term for moving to West Germany from the former socialist east.)
